Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Strategy, Planning, Resources and Effectiveness Division (SPRED) of UN Women spearhead the areas of corporate strategy, planning, resource allocation and management, enterprise risk management, policies, procedures and guidance, audit coordination, and organizational performance management. The Strategic Planning Unit (SPU) in SPRED focuses on assisting UN Women and partners to achieve higher quality development results through an integrated approach that links strategic planning and Results-Based Management (RBM) with more effective and new ways of working, and manages RBM e-learning modules as part of a comprehensive training programme to equip UN Women staff with the knowledge and skills needed to apply RBM principles in support of UN Women’s programming processes. The SPU is the custodian of RBM as well as field and HQ level strategic planning and results-based reporting in UN Women. The SPU provides quality assurance on strategic planning and results reporting exercises at the corporate and field levels. It takes a collaborative approach to strategic planning and programmatic learning, creating space for innovation and enabling UN Women and its partners to be more effective, knowledge and data-driven, and driving higher quality UN Women programming. It is also charged with engaging in all planning inter-agency initiatives. SPU is also the leading unit in developing and implementing business processes for the Planning, Monitoring and Reporting of the Strategic Plan, Strategic Note and Work Plan.
Under the overall guidance of the SPU Chief and the direct supervision of Programme Specialist – Results Management the Programme Specialist will support the development of a comprehensive training package, specifically in Strategic Note (SN) and Work Plan (WP) Planning, Monitoring, Reporting (PMR) policy and procedures, Results Reporting and communications, Transparency Portal building on the existing learning modules on Results-Based Management (RBM). The Programme Specialist will work closely with the Policy Procedure and Guidance Workstream lead and other relevant Workstreams in SPU to design a comprehensive, participatory training curriculum using feminist pedagogies and scenario-based learning. The Programme Specialist will also create a Trainers’ Training Manual that integrates adult learning principles and develops standardized training materials, including PowerPoint presentations and interactive worksheets. Additionally, the role involves designing assessment tools to evaluate and refine training efficacy and developing a PMR certification package, in close collaboration with the relevant business units to acknowledge the successful completion of training.
This temporary appointment position will be through 31 December 2025. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.
Key Functions and Accountabilities:
Coordinate the development of a comprehensive training curriculum:
- Support the development of training curriculum on Strategic Note (SN), Workplan (WP), Planning, Monitoring, Reporting (PMR), and Results-Based Management (RBM) in collaboration with the Programme Specialist.
- Coordinate with SPU workstream leads to gather technical inputs and ensure alignment with existing policies and procedures.
- Research and analyze training curricula from other UN agencies to identify applicable best practices
- Ensure the curriculum fosters collaborative, experiential learning through the application of feminist pedagogies.
- Promote inclusivity by ensuring that training curricula address diverse participant needs and provide accessible materials.
Develop Trainers’ Training Resources:
- Design training resources to equip trainers with the knowledge and skills on SN and WP PMR policy, procedures, guides, tools, templates, RBM, integrated with adult learning principles.
- Ensure the resources includes modules on trainings methodologies, session design, and a resource section featuring case studies and recommended readings.
- Incorporate guidance on inclusive training practices, ensuring materials and delivery methods are accessible to participants with diversity.
Prepare Standardized Training Materials:
- Prepare engaging PowerPoint presentations to deliver training sessions, ensuring they visually represent concepts effectively and are accessible of diverse participants.
- Develop supplementary materials, including handouts and worksheets, to enhance participant engagement and knowledge retention.
- Incorporate interactive components, such as group activities, to promote a participatory learning environment.
- Ensure all materials meet inclusivity standards.
Design and Implementation of Assessment Tools:
- Develop pre-and post-training assessment tools to establish baseline knowledge and evaluate knowledge gained post-training.
- Create tools to assess the specific training needs of UN Women personnel at all levels, targeting future training initiatives effectively.
- Develop a feedback collection mechanism to assess the quality of the training package and delivery.
Planning, Monitoring and Reporting (PMR) Certification Package Development:
- In close coordination with the relevant business process owners (e.g., Programme Support Management Unit, Budget Unit, Business Transformation Unit), design a PMR certification to recognize participants’ successful completion of the training.
- Define clear criteria and procedures for certification issuance to ensure accountability.
- Develop a SharePoint library to maintain records of certificates issued.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the SPRED.

Recruitment Qualifications:
Education and certification:
- Master’s degree or equivalent in education, gender studies, public administration, social sciences, human rights, and gender/women’s studies focusing on training and development.
- A first-level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience:
- At least 5 years of relevant experience at the national or international level in designing training packages and developing training materials on strategic planning, monitoring, RBM, Programme and Project Management is required.
- At least 2 years of experience in delivering/ facilitating training in the areas of strategic planning, monitoring, RBM, Programme and Project Management, particularly using adult learning principles and inclusive training techniques, is required.
- At least 2 years of experience in mainstreaming gender into the training content development in the areas of strategic planning, monitoring, RBM, Programme and Project management is required.
- Experience in the United Nations systems at the country, regional or global level is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required.
Language Requirements:
- Fluency in English
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
