Job Description 

Under the direction of the supervisor, this position is independently responsible for creating a variety of accounting entries from cash receipts and disbursements, encumbrances and miscellaneous general accounting entries into FLAIR. This position updates and maintains a variety of complex accounting entries. This is a heavy volume position, which updates and maintains a variety of complex accounting entries with little supervision.

Specific Responsibilities

  • Provide necessary assistance to the Auditor General and other State auditors in their review of Departmental accounting records.
  • Review project and grant applications, plans and awards from Local Educational Agencies, Community Colleges, Universities and prime sponsors for accuracy of fiscal information and compliance with State laws and regulations.
  • Review grants expenditure reports submitted by agencies for accuracy and compliance with approved budget and reporting requirements. 
  • Process encumbrance and disbursement entries into FLAIR on a daily basis.
  • Provides daily consultation and assistance to management and staff in the management and operation of service programs and responsibilities.
  • Consults with program supervisors and administrative staff to resolve programmatic, administrative and operational issues and problems.
  • Collects and processes refunds owed to DOE for unspent state appropriated funds.
  • Acts as liason between the Department of Financial Services and DOE program areas to ensure prompt posting of payments to project recipients.

Knowledge, Skills & Abilities

  • Knowledge of the Department of Management Services; Purchasing Rules and Regulations.
  • Knowledge of the Dept. of Financial Services, bureau of Auditing, Reference Guide for State Expenditures and Auditing Rules (69I-40 General, Commodities and Contractual Services).
  • Knowledge of the Department of Financial Services, bureau of Accounting, State Standard Expenditure Object Codes.
  • Knowledge of the Department of Financial Services, Division of Risk Management, Chapter 284, Florida Statutes.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of accounting principles, practices and procedures.
  • Ability to collect, evaluate and analyze data to solve problems, document work flow and other activities relating to the improvement of contract payments.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to communicate effectively.
  • Ability to plan, organize and coordinate work assignments.

LEAVE INFORMATION: CAREER SERVICE

  • Annual Leave – All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.
  • Sick Leave – Career Service employees earn 8.667 hours of sick leave credits per month.

BACKGROUND SCREENING REQUIREMENT
