Summary

This position is located in Rocky Mountain National Park, in the Resource Stewardship Division.

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately January through mid-November, and you will be in a non-pay status for the remainder of the year.

Duties

  • Collaborates with a variety of workgroups in different disciplines to minimize and respond to wildlife-human conflicts.
  • Administers proper drug dosages to captured animals, collects biological samples, records animal condition, body measurements, affixes ear-tags and/or radio-collars, and monitors recovery.
  • Maintains scientific databases by collecting, entering, and analyzing data, and prepare reports of project activities.
  • Organizes, conducts, trains, and leads others in field surveys in remote locations to document and assess animal presence, abundance, reproduction, management issues, and population dynamics using established protocols and standard scientific equipment.

Career-Seasonal: This position is designated as Career-Seasonal. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. The position is guaranteed to work at least 6 months, but not more than 50 weeks per year. In this position you will work from approximately January through mid- November, and you will be in a non-pay status for the remainder of the year unless other work exists that can be assigned to during this period. Though non-pay time may be reduced, you will still be placed in non-pay status for a minimum of 2 weeks each year in accordance with NPS policy.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver’s license is required. You will be required to submit a Motor Vehicle Operator’s License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver’s licenses, whether current or past, possessed by you.

You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

Area Information: Established on January 29, 1915, Rocky Mountain National Park is a living showcase of the grandeur of the Rocky Mountains. The park embraces 415 square miles of pristine, uninhabited mountains in north-central Colorado and, as such, is one of the most spectacular, yet easily accessible high mountain areas in North America. With elevations ranging from 7,800 feet at park headquarters to 14,259 feet at the summit of Longs Peak, the park has glacier-sculptured valleys, rugged gorges, alpine lakes, and vast areas of alpine tundra. Trail Ridge Road, the highest paved continuous road in the United States, stays above tree line for 11 miles and reaches 12,183 feet in elevation. Elk, deer, bighorn sheep, moose, coyotes, and smaller animals are found throughout the park, as well as threatened and endangered species, such as the Greenback Cutthroat Trout and Boreal Toad. Due to the park’s easy accessibility to the Front Range communities of Colorado, Rocky experiences over 4 million visitors annually. This position will be filled on the east side of Rocky Mountain National Park. The nearest community is Estes Park, CO, which has K-12 schools, a post office, restaurants, medical facilities, and grocery stores. Denver, CO which has a major airport, cultural events, and several professional sports teams is a two-hour drive away.

Government housing may be available on a temporary or permanent basis. Housing assignments are made through a bid process.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is subject to drug testing based on the collateral duty requiring firearms in the back-country or other locations for non-law enforcement reasons such as protection from animals.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to occasionally. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-05/13/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either “full-time” (or “40 hours a week”) or “part-time” with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience demonstrates the necessary knowledge, skills, and abilities to successfully perform the duties of a Biological Science Technician (Wildlife). For this position, specialized experience is experience conducting wildlife inventory and monitoring activities for a variety of wildlife species. This includes leading, training or supervising others in the performance of one or more of the following: wildlife management or research activities; collecting scientific data on wildlife; implementing/assisting with wildlife monitoring programs; testing and/or assessing wildlife; or other related work. Conducting field surveys in remote locations to document and assess animal presence, abundance, reproduction, management issues, and population dynamics using established protocols and standard scientific equipment. In carrying out this work I followed established protocols and record wildlife data using computer software (such as Microsoft Access, Excel, ArcGIS, Pathfinder Office, Collector, or comparable ones). Farming experience that was not performed in a controlled environment, or experience as a laborer who was not responsible for planning and scheduling his/her own work, but only performed assigned tasks, would not qualify as specialized experience. You must provide hours/week and to/from dates (mo/yr) on your resume.

EDUCATION: Successful completion of at least one year of progressively higher-level graduate education from an accredited educational institution concentrated in a field that is directly related to the work of the position to be filled, such as biology, wildlife biology, fisheries, zoology, wildlife conservation, wildlife management, or other directly related subject matter. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester (27 quarter) hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You must provide transcripts that demonstrate graduate level coursework.

  • OR-

Successful completion of a combination of directly related graduate level education and specialized experience. For example, I have six months of the specialized experience (50% of the experience requirement), and 9 semester hours or 14 quarter hours of appropriate directly related graduate education (50 percent of the education requirement). The total percentage must equal at least 100 percent to qualify. You must provide transcripts that demonstrate graduate level coursework.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: This work is partially sedentary with prolonged standing, walking, and bending often required. Heavy items (e.g. equipment and packs up to 50 pounds) must be lifted and carries on a routine basis.

Working Conditions: The work is performed in an office, laboratory, and in the field. Field work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting insects, and wild animals. Laboratory work may involve exposure to hazardous chemicals.

The National Park Service has determined that the duties of this position are suitable for telework during an emergency or natural disaster or on a situational basis.
