LOCATION OF (1) position(S) TO BE FILLED: DEPARTMENT OF CHILDREN’S SERVICES, JJ POLICY & PROGRAMS DIVISION, GREENE COUNTY
This is a DCS Intelligence Analyst position for the Absconder Unit in the Central Office Juvenile Justice division. This position is currently located in Greene County, but can potentially sit in any county across the state.
This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Qualifications

education and experience: Graduation from an accredited college or university with a bachelor’s degree.

Substitution of Experience for Education: Full-time experience in intelligence analysis, corrections, criminal justice, law enforcement, probation or parole, case management, may be substituted for the required education on a year-for-year basis to a maximum of four (4) years.

Necessary Special Qualifications: Applicants for this class must:

  1. Must be at least twenty-one (21) years of age on the date of Application;
  2. Be a citizen of the United States;
  3. Possess a valid driver’s license prior to and during employment;
  4. Have a good moral character, as determined by investigation;
  5. Complete a criminal history disclosure form in a manner approved by the appointing authority;
  6. Have no conviction for a felony;
  7. Agree to release all records involving their criminal history to the appointing authority;
  8. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
  9. Submit to and pass a pre-employment screening test for use of illegal drugs.

Overview

Under general supervision, an incumbent in this classification performs work of average difficulty in the office and in communities to locate children/youth who have absconded from DCS custody and supervision by consolidating, evaluating, and analyzing information/intelligence to locate youth.

Responsibilities

  1. Serves as a liaison between the agency and the general public, persons in other state departments and divisions, law enforcement officials, courts, government representatives, and entities outside the organization to provide general understanding of operations and ensure the safe return and placement of children. Maintains a network of constructive and cooperative interpersonal and professional working relationships and collaborates on shared work initiatives and participate in multi-agency information sharing initiatives.
  2. Gathers and collates information regarding missing children, human trafficking, and/or other key threats related to locating missing children, understanding the impact of drugs, gangs and criminal activity on missing children. Identifies and analyzes information that impacts missing children and may indicate human trafficking and is able to assess the accuracy and credibility of information received and systematically examine and evaluate information received for strategic, operational, and planning purposes.
  3. Uses relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or confidentiality standards; understands the privacy policy and confidentiality standards for the use of personal information of children dissemination of information; and understands privacy policies governing the use of databases and gathered information. Maintains agency records based on established guidelines; reviews records and reports in order to ensure accuracy, completeness, and adherence to standards; inputs data into the TFACTS system.
  4. Utilizes a variety of federal, state, local, private sector and open source information resources; acquires and generates leads on information in furtherance of missing children; examines records or other types of data reports from National Crime Information Center (NCIC) database, the TBI Fusion Center, Law Enforcement, Court records, TFACTS, or other sources as necessary to research and locate youth who have absconded from the custody of DCS.
