About this position
Pinyon is seeking an Environmental Program Manager for our Federal Market. This person will form the connection between technical expertise and project management to provide the ideal Pinyon customer experience. The ideal Program Manager will have proven skills in both Technical Expertise and Project Manager and have demonstrated ability in both realms.
The candidate will also carry responsibility – in collaboration with Market Managers in the Federal and Water spaces – to develop and implement a business development strategy specific to their program/client center. A general task with this responsibly, particularly shortly after hire, is to identify “where we are going, and how we will get there”. That is, an implementable strategic plan that identifies tactics, metrics of success, milestones, etc., in coordination with key Pinyon support personnel. This will include identifying key metrics of success such as “pipeline generated” or “proposals responded to” which will result in a robust backlog and project types that are especially exciting for the candidate and the Pinyon NEPA team. Other responsibilities are expected to include support of Pinyon’s QA/QC program (including conducting senior review); staff mentorship (including technical training and project management training); key program/client management (including active client engagement/business development); and brand development in coordination with Pinyon’s marketing team and participation at key conferences. In summary, this position will include Technical/Program Management (~60% of time); Program/Contract Management (~20%); and Business Development (~20%). It is expected that this position and responsibilities will be dynamic based on need, market conditions, project/client needs, etc.; therefore, the ideal candidate must be self-motivated and adaptable.

Essential Responsibilities

  • Manage all aspects of Environmental Assessments, meeting requirements for various federal agencies as noted above. Possibility to manage Environmental Impact Statements as the program develops and matures.

  • Program management in the federal and water spaces, including developing and implementing a strategic plan that defines “where are we going, and how will we get there.”

    • Complete Quality Assurance and Quality Control reviews for NEPA documents and technical reports.

    • Mentor staff in technical analysis and task/project management

  • Active business development, including responses to Requests for Proposals/Qualifications, scope and fee, client engagement, brand development, etc.  

Knowledge, Skills, and Abilities

  • Bachelor’s degree in environmental discipline (e.g., environmental science, biology, environmental planning, environmental engineering); master’s degree preferred.

  • 20+ years of experience in NEPA and project planning, ideally with a land management agency(s) such as the USFS, NRCS, BLM, USACE, etc. 

  • 10+ years of Project Management experience with a portfolio that includes leading the successful completion of Environmental Assessments and Environmental Impact Statements.

  • Consulting experience is preferred.

  • Knowledge of Section 106, Section 7, and Section 404 clearance and permitting requirements, including state join permit Application processes.

  • Strong technical writing skills and effective communication skills are essential.

  • Demonstrated ability to lead a multi-disciplined team of resource specialists (e.g., biologists, planners, historians) is required.
