Title: Financial Analyst – Viral Hepatitis and Tuberculosis Section

Location: Remote/Virtual – Must Work and Live in the state of Michigan.

Purpose: This position functions as a financial analyst for the Viral Hepatitis and Tuberculosis section within the Michigan Department of Health and Human Service’s Emerging Infectious Diseases Division. Under the direction from both the Section Manager and Financial Specialist, the financial analyst will be tasked with the monitoring of expenditures and revenue; analyzing and auditing contracts; producing financial reports; facilitating amendments; and liaising with partners.

Duties and Responsibilities:

  • Assist program leads in developing budgets and budget narratives for federal and state grants.
  • Monitor spending trends in federal and state funding sources.
  • Routinely summarize the fiscal outlook for program staff and external partners.
  • Assist Division secretary with funding sources for procurement.
  • Identify and investigate inaccuracies within project accounts and works with staff/subcontractors to correct inaccuracies.
  • Act as a liaison between the programs, other MDHHS financial analysts, and MDHHS grants and contracts staff.
  • Communicate directly with subcontractors to develop and track subcontracts, letters of agreements, and amendments, and negotiate contract language when necessary
  • Assist in the development and execution of subcontracts.
  • Monitor spending trends in contractual agreements.
  • Assure compliance with MDHHS policies and procedures as it relates to contractual execution in including completion of all necessary forms.
  • Communicate important dates and deadlines to the Viral Hepatitis, Harm Reduction, Tuberculosis, and Body Art staff and contracted agencies.
  • Maintain proficiency in Microsoft Office (Excel and Word), EGrAMS, SIGMA Financial, and SIGMA Business Intelligence.
  • Assist with development of policies and procedures for job duties and assist with the technical assistance needs within the Section and Division.
  • Maintain strong organizational skills.
  • Serve as a team member with other financial staff in the Department.
  • Routinely communicate and meet with lead program staff.
  • Maintain a positive, strong, credible, professional and interpersonal relationship with all parties relevant to MPHI and MDHHS projects and represent the best interest of MPHI and MDHHS at all times.
  • All other duties as assigned.

Qualifications/Requirements:

education: A bachelor’s degree in accounting/finance preferred or equivalent combination of education and work experience.

Experience:A minimum of one-year professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data. Experience with State of Michigan systems and policies/procedures desired.

Work Environment and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment of <50# and involves viewing a CRT or VDT screen 25% to 75% of the time. Standard office environment. May require valid vehicle operator’s license where needed to perform duties of the position.</span>

IMPACTON PROJECTS, SERVICES AND OPERATIONS: This person is a key member of both the Emerging Infectious Diseases Division and the Viral Hepatitis and Tuberculosis section and is responsible for monitoring and communicating key financial information between the program and partners internal and external to MDHHS. Through collaboration with program staff, the financial liaison will develop protocols for monitoring contracts and budgets, develop and amend agreements, and provide expert customer service in a timely, professional, and comprehensive manner so we can continue to grow our program.
