Position Summary

The Francophone Entomologist will primarily support USAID’s Bureau for Global Health as a Credence Institutional Support Contractor (ISC) under GHTASC.

Specifically, the Entomologist will provide technical, and operational support for PMI activities related to vector control and entomology for the US President’s Malaria Initiative (PMI), which is housed within the Bureau for Global Health. PMI is the US Government’s (USG) flagship global malaria initiative and is led by USAID and co-implemented with the Centers for Disease Control and Prevention (CDC). Oversight of PMI is carried out under the leadership of the U.S. Global Malaria Coordinator.

As described in End Malaria Faster: U.S. President’s Malaria Initiative Strategy 2021-2026, the goals of PMI are to reduce malaria mortality, reduce malaria morbidity, and accelerate progress toward national or subnational elimination in PMI partner countries. PMI’s strategic approach includes reaching the unreached, strengthening community health systems, keeping malaria services resilient, investing locally, and innovating and leading. PMI supports the implementation of evidence-based interventions at-scale, including malaria diagnosis with microscopy and malaria diagnostic tests; malaria treatment with artemisinin-based combination therapy; vector control with insecticide-treated mosquito nets and indoor residual spraying; chemoprevention, such as intermittent preventive treatment of malaria in pregnancy and seasonal malaria chemoprevention; surveillance; supply chain strengthening; and SBC. The Initiative is results-based, focused, and exhibits a high level of financial and programmatic accountability.

Salary Range

Full salary range for this position is $94,900 to $147,940 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

The Francophone Entomologist will be a member of the Malaria Division within the Office of Infectious Disease. They will be assigned to the Vector Monitoring and Control Team (VMCT), which has primary responsibility for providing technical and programmatic expertise to PMI’s 30 partner countries. The Francophone Entomologist will provide entomological support to USAID at headquarters, missions and PMI country teams, technical counterparts, implementing partners, ministries of health, and USAID cooperating agencies. S/he will work with other technical experts within the VMCT at both USAID and CDC. Specific duties may include:

Technical and Strategic Leadership

  • Provide technical and programmatic guidance to USAID missions, regional bureaus, and country teams in malaria vector control strategy and operations including entomological monitoring, insecticide-treated nets, indoor residual spray, larval source management, and newer tools, with support from VMCT members.
  • Advise VMCT members in technical analysis of PMI country entomologic data and reports (e.g., interpreting susceptibility and vector density analyses), communicate and use the analysis to drive provision and coordination of in-country technical assistance and support aimed at strengthening in-country entomologic monitoring capacity within National Malaria Programs and partners.
  • Keep abreast of new developments and emerging issues in malaria and vector control that affect USAID’s technical priorities; work within assigned team to provide technical support and recommendations on relevant issues such as indoor residual spraying, insecticide treated bed nets, entomology, laboratory science, new tools and emerging technologies.
  • Maintain up-to-date knowledge of issues around the regulation of insecticides for public health use, particularly insecticides covered under USG and international conventions.
  • Support engagement with pesticide industry staff on new vector control products and formulations of insecticides for public health use.
  • Participate in global vector control meetings and working groups (e.g., RBM Partnership to End Malaria Vector Control Working Group, RBM Alliance for Malaria Prevention, Innovative Vector Control Consortium, etc.).
  • Represent USAID in interagency and multilateral meetings and support collaboration with key external stakeholders to influence and align on global priorities, policies, and approaches.

Project/Program Management

  • Provide technical input and management support for one or more contracts, grants, or cooperative agreements related to vector control, including review of work plans, deliverables, and oversight of country-level activities.
  • Contribute to the design and development of new vector control awards .
  • Contribute to presentations, briefing memos, reports, and talking points for USAID and other USG officials on matters related to vector control and the broader PMI portfolio as needed.

Country Support

  • Provide strategic, technical and programmatic guidance and support to up to two PMI partner countries, including participating as an integral member of the PMI interagency country support team and contributing to the development of Malaria Operational Plans and partner work plans for these countries.

Education, Requirements and Qualifications

  • Master’s degree and 6 years, Bachelor’s and 10 year, Associate’s and 12 years, or high school and 14 years of relevant experience in entomology, vector control, public health, or a related field;
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years;
  • Experience in the area of vector monitoring and control in low and middle income country settings and experience providing strategic, technical, and operational leadership in low and middle income countries;
  • Experience in entomologic data analysis and interpretation;
  • Knowledge of public health development programs and global malaria priorities is desirable;
  • Demonstrated project management and problem solving expertise;
  • Flexibility and openness in responding to changing work priorities and environment;
  • Ability to exercise independent and sound judgment in planning and carrying out tasks, in resolving problems and conflicts, and in taking steps necessary to meet deadlines;
  • Excellent communication skills, both oral and written, and the ability to communicate complex technical information to a wide range of audiences in English and French
  • Proficiency in Google and Microsoft suite of programs;
  • Willingness and ability to travel domestically and internationally up to 20% of the time.
