The Department of Corrections (DOC) has a permanent, full time Human Resource Consultant 3 (HRC3) opening available in the Employee and Business Support Services Administration, Training and Development Unit. Position SE60 is located in Walla Walla, WA.
The work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm. Work hours are determined by unit needs and are at the discretion of the unit supervisor. If you are currently working an alternate work schedule, please be aware that these positions may not be able to honor that schedule. For questions, please contact the Human Resource Office.
In accordance with Article 4.7 of the Washington Federation of State Employees (WFSE) 2023-25 Collective Bargaining Agreement (CBA), this job opening is available to internal transfer candidates ONLY. Employees who meet the following criteria may apply:

- You currently hold permanent status in the class being recruited for in this job posting.

Duties
Under general direction, competently deliver professional level instruction for various audiences based on adult learning theory with a focus on learning and performance.
Tasks include:
- Delivers TDU curricula as assigned with the level of expertise required to achieve the learning objectives and performance outcomes.
- Serves as assigned back-up to the Community Corrections Officer Academy (CCOA) – Case Management Academy (CMA) Training Manager.
- Serves as the Academy Coordinator for CCOA and/or CMA as assigned.
- Serve as the lead Defensive Tactics instructor for students attending CCOA. Ensure familiarity with CCD Use of Force policy. Work collaboratively with other instructors, curriculum staff and supervisors to adapt and deliver individual courses and training expectations to meet the needs of students.
- Work collaboratively with other instructors to train, coach, and mentor students towards knowledge and skill outcomes based on an integrated learning model.
- Continuously improve your knowledge and use adult learning theory principles, basic and essential instructional skills and effective management of the learning environment to provide students with the highest-level of quality training. Maintain required certifications and progress towards continuous professional development.
- Maintain an understanding of the DOC operations in which the learning objectives and performance outcomes will be applied by students on the job.
- Continuously improve knowledge and skills to enhance your ability to master the facilitation and integration of concepts into the delivery of all curriculums.
Actively contribute to the effective operation and continued quality improvement of the Training and Development Unit.
Tasks include:
- Organize and coordinate academy and training delivery.
- Participate on curriculum review and project teams as assigned.
- Review student evaluations and feedback; recommend adjustments to curriculum and modify training delivery methods as necessary to improve quality.
- Responsible for the professional condition and appearance of the classroom(s), the Performance Centers and training equipment and materials.
Assume accountability for the accuracy and quality of student learning.
Tasks include:
- Assist, coach, and mentor other instructors to enhance the instructional delivery and training experiences for students.
- Actively ensure instructor professionalism and appropriate modeling for students with an emphasis on learning and performance.
- Provide appropriate feedback to instructors to foster continuous quality improvement.
- Document training related incidents and student performance.
Qualifications
Required qualifications:
- High School Diploma or equivalent.
- Ability to present and facilitate training in front of large audiences.
- Two years’ experience involving the teaching/training of adults. (Not considered as full-time experience.) Minimum of two years’ experience working in a corrections-related field including working with incarcerated individuals / or those under agency jurisdiction. This position requires Field Instructor or Master Level certification in Defensive Tactics, and taser, Oleoresin Capsicum (OC) and WRAP certification, or willingness and ability to become certified in al within 12 months of appointment.
- Ability to instruct or to gain the skills and experience to instruct all TDU designated training for all DOC staff.
- Ability to attain and maintain required certifications within one year of appointment.
- Ability to respond to training needs statewide with minimal notice. Accept high level of personal and professional responsibility and accountability.
- Consistently demonstrate reliability in attendance and punctuality as well as flexibility in work schedule.
- Proven ability to work effectively in an operational unit that values professionalism, diversity, collaboration, integrity and continuous quality improvement to instructional quality and customer service to students and stakeholders.
- Demonstrate competence to execute expert level organizational and functional skills.
- Possess skills and experience to garner respect from peers and stakeholders.
- Proven ability to work effectively within a team-oriented working environments that includes interaction with incarcerated individuals or those under agency jurisdiction.
- Ability to work effectively with basic computer programs in addition to immerging technologies that improve training delivery.
- Ability to be adaptable to change; contribute in productive and innovative ways to meet agency training needs.
- Serve as a professional representative of DOC to the public.
- Dress appropriately for the position.
Preferred/Desired Qualifications:
- Bachelor’s degree with focus on adult learning, human resources, business, social or organizational behavioral sciences, or related field from an accredited institution whose accreditation is recognized y the U.S. Department of Education or the Council of Higher Education Accreditation (CHEA) or a foreign equivalent.
- Knowledge and application of adult learning principles.
- Additional certification as an instructor of job knowledge/skill training for adult learners.
- Experience with training in the corrections field– prisons and/or community corrections experience.
- Understanding of and/or experience with project management, Lean principles, Evidence Based Practices Core Correctional Practices, and Risk Needs Responsivity.
- Demonstration of instructor development to include Fundamentals of Learning Delivery, Fundamentals of Curriculum Design, or other instructional certification.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
