Ellumen is seeking an experienced IT Governanace Lead to support our upcoming HHS program focusing on process improvement, IT automation, and increased efficiencies between program offices. 
The Lead, IT Governance serves as the strategic leader ensuring the HHS IT environment is effectively governed, fully compliant with federal mandates, and aligned with organizational priorities. This role is accountable for establishing and overseeing a centralized Enterprise Project Management Office (ePMO), implementing a robust Risk Management Framework (RMF), and ensuring agency-wide IT initiatives deliver maximum value.
This position plays a critical role in guiding IT acquisition decisions, maintaining compliance with laws such as the Clinger-Cohen Act and FITARA, and managing the agency’s records management program. Additionally, the Lead will support strategic IT budgeting and introduce a data-driven approach to inform investment decisions through advanced analytics and executive-level dashboards.


Key Responsibilities:

  • Lead the design, implementation, and management of a centralized Enterprise Project Management Office (ePMO).
  • Oversee the development and execution of the Risk Management Framework (RMF) to ensure secure and compliant IT operations.
  • Direct the full acquisition lifecycle for IT products and services in accordance with federal regulations, including the Clinger-Cohen Act and FITARA.
  • Manage the agency’s records management program, ensuring compliance with applicable laws and retention requirements.
  • Collaborate with finance and leadership teams to align IT investments with strategic budgeting priorities.
  • Develop and maintain data-driven dashboards and analytics to provide actionable insights for senior leadership.
  • Serve as a subject matter expert on federal IT governance policies, offering guidance to stakeholders across the organization.
  • Foster a culture of accountability, transparency, and continuous improvement in IT operations and decision-making.

Qualifications & experience:

  • Bachelor’s degree in Information Technology, Business Administration, Public Policy, or related field (Master’s degree preferred).
  • 10+ years of progressive IT leadership experience, with at least 5 years focused on federal IT governance.
  • In-depth knowledge of FITARA, RMF, and federal IT acquisition regulations.
  • Proven track record implementing IT governance frameworks within a federal environment.
  • Strong background in data analytics, dashboard creation, and performance measurement for executive decision-making.
  • Exceptional communication, negotiation, and stakeholder engagement skills.
  • Demonstrated ability to navigate complex organizational and regulatory landscapes.
