HOW THIS POSITION SUPPORTS THE DEPARTMENT’S VISION:
The State of Missouri’s Department of Revenue is conducting a search for an experienced, creative, and energetic person focused on positive transformation of the Motor Vehicle and Driver Licensing Division. The Deputy Director of this division will be part of the leadership team and is responsible for helping to provide leadership and direction of this major division that performs the processing functions for the motor vehicle and driver license issuance, renewal, and suspension responsibilities of the Department, including collection of related fees and taxes, as set out in statute. This division is also responsible for issuing marine craft and all-terrain ownership documents (titles) and registering marine craft and all-terrain decals; issuing driver licenses and non-driver licenses (identification cards); maintaining the official vehicle and non-driver license records, including vehicle liens; issuing business licenses to title services, lease rental companies, motor vehicle dealers, and salvage dealers; managing public motor vehicle and driver license call centers; and overseeing the operations of approximately 173 contracted license offices that assist the state in the issuance of titles, registrations and driver and non-driver licenses. This visionary deputy leader will also assist in managing the issuance of the contract for the development of an integrated Motor Vehicle and Driver Licensing system. This division is staffed with approximately 300 employees and has an annual budget of approximately $16 million.
DUTIES PERFORMED TO SUPPORT THE DEPARTMENT’S VISION:

- Responsible for being a visionary and leading the division into the future through data analytics and customer service centric processes. This includes the responsibility to focus on continuous process improvement with the ultimate goal of enhancing the customer experience.
- Developing, interpreting, and monitoring the policies and procedures of the division and Department as needed; and ensuring they align with the Department’s goals and initiatives.
- Perform review of Legislative bills introduced and draft fiscal notes.
- Cultivating a positive and respectful work environment through collaboration with other members of the Leadership team.
- Contributing to the strategic execution of the Department’s mission and will be responsible for managing the day-to-day operations of the division. Coordinates daily operational functions, streamlines management systems, monitors budgets, and improves organizational efficiency.
- Creating and maintaining partnerships with other local, state, and federal agencies, law enforcement, the General Assembly, financial institutions and related motor vehicle and driver licensing associations

QUALIFICATIONS:
- Bachelor’s Degree in Business Administration, Public Administration or related area, or equivalent combination of education and experience.
- Five (5) or more years of professional experience in business, public service or law enforcement administration and knowledge of business administration, management and state government.

- Ability to develop and utilize data to evaluate and measure performance and deliverables
- Knowledge of Missouri government budgeting and legislative process
- Knowledge of and ability to apply leadership principles and techniques; knowledge of statutes, regulations, policies and procedures pertaining to division functions; interpersonal skills; oral and written communication; and analytical skills
