OICT : Senior Broadcast and Conference Operator – New York

Org. Setting and Reporting
This position is located in the Operations Unit (OU), Broadcast and Conference Support Section (BCSS), Regional Service Management Service (RSMS), Operations Support Division (OSD), Office of Information and Communications Technology (OICT). The Broadcast and Conference Support Section is responsible for the management, operation and maintenance of the electronic conference/meeting video conferencing and public information broadcast facilities at the United Nations Headquarters (UNHQ). The Broadcast and Conference Operations Supervisor reports directly to the Chief, Operations Unit.
Responsibilities
Within delegated authority, the Broadcast and Conference Operations Supervisor will be responsible for the following duties in one of three functional areas: Conference & Event Operations, Virtual & Hybrid Meeting and Event Operations, Studio Production & Postproduction Operations. • Assists the Broadcast and Conference Operations Officer in Conference and Event delivery and operations, and as required managing studio production operations, radio or postproduction operation, including ensuring appropriate staffing and equipment assignment and monitoring for the best and most effective delivery of services. • Ensures that staffing and systems for conference management, remote participation, Audio/Video delivery, microphone management and simultaneous interpretation, and IP and network services such as the Media Asset Management System (MAMS) and Broadcast Automation System (BAS), and client service are configured and provided as needed, in the most efficient and economic way. • Co-ordinates on a regular basis with clients and concerned departments such as DGC, DGACM as needed and plans schedules for resources (staffing and equipment) for the effective delivery of services to both meetings and events. • Serves as team leader and manager for multiple UN staff and contractor operators and techncians deliverying both regular conference and event service and adhoc project works. Supervises technical support staff, including planning work schedules, distribution of work assignments, determines shifts, and determines the need of additional temporary technicians. Conducts performance evaluation of all technicians to maintain a high level of performance. • Determines the material and human resources requirements for meetings and ensures that all required services are available. Prepares the cost estimates for consideration by the requesting office. • Serves as a focal point for scheduling, maintenance and calibration of all equipment used in Conference, Event and broadcasting • Prepares all regular performance reports, including daily and monthly reports to be provided to UN HR and as part of contract management. • Participates in the recruitment of temporary staff; schedules and supervises their work. • Liaises with senior officers, delegations and coordinates with host countries on scope and requirements and provides technical support for committees and meetings/conferences to be held away from Headquarters, other UN Offices or Regional Commissions. • Conducts hands on operational training for operators under an assigned unit such as studio broadcast, postproduction, engineering, audio visual, broadcast, Congress Microphone and Simultaneous Interpretation equipment as related to Conference Operations, or the MAMS and BAS. • Participates in the development, programming, testing, debugging and implementation of new computer application systems releases, modules and functionalities, and conducts version management. • Designs, develops and installs computer application systems and software and hardware according to specifications, using appropriate monitoring tools, as well as UN established standards for IT technologies and tools and produces monitoring reports. • Manages, designs, creates, produces and maintains technical documentation for relevant computer application systems and products; administers changes to technical documentation in accordance with prevailing change management and operation procedures. • Keeps abreast of developments in the field, conducts research on new technologies, proposes new acquisitions and provides support on computer applications systems development matters, establishes and maintains databases and applications in assigned area; performs complex troubleshooting for various applications. • Performs equipment operations and other duties as required.

Work Experience
• A minimum of ten years (10) of experience in conference and/or broadcast operations, including a minimum five years of relevant experience in conference operation, studio production, videoconference production, or related area is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. • A minimum of five years (5) of relevant supervisory and/or management experience in leading teams in conference (in-person/hybrid and virtual meeting support), event and/or broadcast delivery and operations is required. • A minimum one (1) year or more of experience in managing service delivery for remote participation and/or delivery of related services such as remote simultaneous interpretation (RSI) systems is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. .
