Metro Transit’s Contracted Services Section is hiring a Project & Program Manager III position to support Fleet Maintenance & Readiness for the Community Access Transportation (CAT) and Dial-A-Ride-Transit (DART) services within Mobility Services.

PPMIII Position:

This fleet governance position will work with service program managers as well as the Mobility Services fleet Chief and Community Transportation Services Chief to ensure proper fleet maintenance and readiness for Mobility Services fleets, primarily CAT and DART.

CAT focuses on providing flexible mobility options for underserved populations that include older adults, people with disabilities and low-income populations. DART, which is currently operated by a vendor (Hopelink), provides Trailhead Direct, the Water Taxi shuttle, and deviated-fixed-route service. Vehicle types range from 7/8-passenger sedans to 22’-35’ lift-equipped or ramped accessible vehicles.

The position is expected to provide project and program management to support fleet lifecycle and vehicle procurement planning, help ensure program vehicles are ready for service within their useful life benchmark and operating in a state-of-good-repair. Contract performance monitoring & management related to fleet readiness and maintenance for over 25 community agencies to ensure driver requirements and vehicle use complies with their agreement will be central to the position as well. The incumbent is responsible for supporting programs and fleets focused on transportation alternatives and helping to expand mobility options beyond fixed route bus and paratransit services. The ideal candidates for the position will also have excellent communication skills, be able to work autonomously, and able to deliver multiple priorities and efforts at a high level.

This recruitment will fill one (1) Project/Program Manager III position. Additionally, an eligibility pool may be created to fill future vacancies within the Contracted Services Section. The eligibility pool will remain active for 12 months from the posting date and may be used at the discretion of the hiring authority to fill similar positions as they become available.

Job Duties

Primary job duties as a Contracted Services Project/Program Manager III:

  • Vehicle maintenance service quality inspections (1-2 times a year)
  • Maintain fleet data in fleet tracking system(s)
  • Fleet Inventory Reports for Metro and FTA
  • Fleet rotation plan (to ensure mileage accumulation are adequate)
  • Fleet replacement and procurement planning support (which includes working with agencies to right size vehicles – as some may choose smaller or non-lift equipped vehicles)
  • Work with agencies to ensure maintenance needs are being met
  • Monitor maintenance provider service to ensure contract compliance
  • Coordinate monitoring driver requirement for CAT agency partners to ensure contract compliance
  • Inspect new vehicles received before placed into service
  • Inspect old vehicles returned to make sure they are returned in good repair (not including minor wear/tear)
  • Provide data and reports to assist project and program teams, program managers, and fleet Chief with fleet evaluation and planning
  • Monitor CAT Maintenance billing for accuracy (verify labor hours, overcharges, repeat/redundant work, etc.) and approve repairs over $1k
  • Provide fleet analysis and recommendations for improving programs
  • Evaluate, and manage fleet related aspects of agreements/contracts with applicable external agencies, jurisdictions, and/or contractors
  • Coordinate with internal and external stakeholders on fleet related activities and interact with contractors as needed
  • Lead, attend, participate and/or contribute to intra-agency work teams, core planning team, implementation team(s), individual project teams and committees as appropriate to include preparing content, materials and information graphics for program briefings and updates as needed
  • Assist with short and long-range planning, analysis and program evaluation activities on fleet related programs and projects
  • Represent Metro or Section in a wide range of settings including advisory groups, technical advisory committees, project meetings, and professional conferences and webinars
  • Work collaboratively with a diverse group of individuals from a variety of different positions and backgrounds; adept at finding win-win solutions, ability to align self-goals with the agency’s goals.

  • Perform other duties as assigned

Experience, Qualifications, Knowledge, Skills

We are looking for candidates that meet the following minimum qualifications:

Bachelor’s Degree in Transportation Management, Logistics, Planning (Land Use, Urban, Regional, Transportation, Environmental), Business, Public Administration, Economics, Technology or related field and work experience in fleet or transportation management, shared mobility, demand management OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work, including the following:

  • Demonstrated knowledge and experience in transportation / fleet focused project and program management, implementation, and analysis
  • Demonstrated knowledge and experience with vehicle maintenance, repair procedures, and industry regulations
  • Demonstrated project management experience managing intra- and inter-agency project teams, working independently, and managing numerous complex projects simultaneously
  • Demonstrated comfort managing multiple projects in a fast-paced environment
  • Demonstrated leadership capabilities to initiate and manage new projects, concepts, and partnerships
  • Demonstrated experience with contract/agreement monitoring and oversight
  • Ability to effectively conduct analysis and present findings to decision-makers
  • Excellent writing skills showing ability to effectively develop options analysis and recommends; and translate and interpret quantitative and technical information to non-technical audiences
  • Strong presentation skills, including a proven ability to create and give dynamic presentations through excellent verbal, written communication and presentation skills
  • Experience working collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds, including various level of local governments and the public
  • Excellent interpersonal and communication skills
  • Understanding of governmental workings; political savviness
  • Expertise with MS Office (Teams, SharePoint, Outlook, Excel, Word, etc.)
  • Experience with databases for reporting and analysis
  • Experience working and interacting with the public; strong customer service skills.

Desired qualifications (not required to apply)

  • Transit agency experience in any of the following programs: Paratransit, Community Access Transportation, DART, and/or Vanpool/Vanshare programs
  • Demonstrated knowledge and experience with a wide range of alternative travel options and concepts, including such things as community-based shuttles and vans, ridesharing and demand response technologies/programs, transportation network companies, and bicycle and pedestrian connectivity.
  • Familiarity with planning and loss control principles for a large fleet with non-commercial drivers.
  • King County Metro work experience.
  • Customer service/interaction experience
  • Knowledge and/or experience with non-profits or community agencies
  • Knowledge and experience managing fleet maintenance
  • Experience using fleet management software, computerized maintenance management system (CMMS) and/or telematics systems.

Licensing, Certification, and Other Requirements:

  • Valid Washington State Driver’s License by date of hire.
  • Ability to drive in multiple locations around the region.
  • Ability to move objects up to 40 pounds into and out of a vehicle.
  • Ability to occasionally work on weekends and after-hours, as needed.
  • Industry standard certifications in asset, fleet, or logistics management.

Work Schedule

Contracted Services positions have a work week that is 40 hours, Monday through Friday. In addition, some of the work associated with these positions may be performed remotely. These positions are subject to the provisions of the Fair Labor Standards Act and therefore are not eligible for overtime pay. Work outside normal business hours may be required occasionally.

The primary location of the position is at the King Street Center offices, 201 S. Jackson St., Seattle, WA 98104.

Temporary Telecommuting Requirement

The work associated with this position will be performed through a combination of teleworking and working in the office. Employees in this classification will work in the office approximately 1-2 days per week in the future. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
