The minimum qualifications required for this vacancy. Minimum Qualifications Current New York State Department of Health employee with permanent or contingent permanent status as a Program Research Specialist 2 (Health Care Finance) OR a New York State employee with one year of permanent or contingent permanent service in a title at or above Grade 21, and eligible for transfer to Program Research Specialist 2 (Health Care Finance), Grade 23, under Section 52.6. No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:

Non-Competitive Qualifications for appointment under NY HELPS Program: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling and three years of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of healthcare reimbursement mechanisms, funding methodology, health economics, healthcare financing, cost containment, or patient classification systems.

Preferred Qualifications:

In addition to meeting the minimum qualifications of the position, it is preferred that the incumbent have the following abilities and qualifications:

  • Experience working with the Medicaid program or similar, related healthcare programs.
  • Experience providing policy advice.
  • Experience with data mining, IT and finance systems, and its data elements for large scale systems with millions of records.
  • Knowledge of financial functions and concepts.

The duties that the incumbent of the vacancy will be expected to perform. Duties Description This position is located in Medicaid Financial Management within the New York State Department of Health Division of Administration, Fiscal Management Group. Under the general direction of the Principal Accountant, the Program Research Specialist 2 (Health Care Finance) will plan studies; collect, analyze, and summarize data; interpret and report findings on proposed programs, policies, and legislation; identify weaknesses and make recommendations for modifications; and provide policy advice and consultation to management.

Job Description and Responsibilities

  • Plans studies or investigations and develops the steps and methods to be used relating to enhanced Federal Medical Assistance Percentage (eFMAP) federal funding and programmatic determinants, including populations and services, driving the actual and projected amounts of eFMAP earned by the State’s Medicaid program.
  • Determines the kinds of information needed, most appropriate data sources, and collection methods to be used across the various IT and financial systems available to MFM in support of all MFM functions.
  • Plans data collection methods for certain projects involving shares funding sources, eFMAP, program populations and services, and other related health care finance activity pertinent to mission critical functions of MFM.
  • Prepares comprehensive reports on studies, investigations, findings, and projects and recommends a course of action to take or advise against taking as it relates to the objective being evaluated.
  • Serves as primary liaison with program and other state agency staff providing technical advice, consultation, and guidance on a range of matters involving data and information retention and availability, eFMAP populations and services, and other related matters.
  • Assists unit staff or other staff in studies, evaluations, and projects involving the Medicaid program, Essential Plan, Child Health Plus program, and other similar, related Department programs.
  • Supervises lower-level professional staff engaged in similar activities.
  • Performs all the duties of a Program Research Specialist 1 (HCF) and various other duties as assigned.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
