JOB DESCRIPTION:

The Program Specialist IV is responsible for the programmatic and budgetary review of Charter Schools Program (CSP) grant applications to ensure these meet all federal and state statutory requirements.

Notice: This position is not approved for telework and must report to the location listed above.

DUTIES & RESPONSIBILITIES:

(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

• Conduct the initial review process for new grant applications and budget amendments to ensure they meet federal and state statutory requirements.
• Track and keep records of activities and timelines of charter school federal grant sub grantees and communicate regularly with each sub-recipient.
• Provide technical assistance to grant sub-recipients and charter school district contacts, both verbally and written, regarding the grant requirements and allowable expenditures.
• Manage all day-to-day operations related to ShareFile for the grant, including:
• Preparing budget requests for ShareFile for the grant, including:
• Preparing budget requests for ShareFile,
• Collaborating with the Office of Grants Management (OGM), and
• Managing ShareFile contact information for the grant.
• Oversee the no cost extension process with OGM for the grant.
• Ensure the timely transition of projects from the planning to implementation phase.
• Assist the Grant Director with the grant’s competition process for new operators.
• Track and maintain monitoring oversight activities for all grant projects to ensure federal requirements are met in a timely manner. Assist with active grant projects evaluation and annual performance reviews that includes end of project reports for all federal reporting.
• Assist with projects as assigned by the Grant Administrator and perform related work as required.
• Travel is required 1-2 per year.

MINIMUM QUALIFICATIONS:

Required Licensure/Registration/Certification/Experience or Education:

• Two years of budget or grant experience or directly related experience.
• Proficiency in Microsoft Office Suite, particularly Word and Excel.

PREFERRED QUALIFICATIONS:

Preferences will be given to:

• Applicants who have excellent communication verbal and written communication skills and experience working with financial audits, budgets, and or contracts.

EDUCATIONAL SUBSITITUIONS:

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements.

• A bachelor’s degree from an accredited college or university with a major in accounting, finance, or business administration may substitute for four years of budget or grant experience.

Related work experience may not substitute for any licensure, certification, or registration required by an agency and indicated in the advertised job description.

• • Annual Leave – All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.
