Position Summary

The Senior Global Health Supply Chain (GHSC) Secretariat Coordinator will primarily support the USAID, Global Health (GH), Office of HIV/AIDS Supply Chain for Health (SCH) Division as a Credence Institutional Support Contractor (ISC).

The U.S. Agency for International Development (USAID) is the world’s largest bilateral donor in the health sector. USAID’s global health programs save lives, protect communities from deadly diseases, and promote social and economic progress. Key areas of work include family planning and reproductive health, HIV/AIDS, maternal and child health, nutrition, malaria, tuberculosis, neglected tropical diseases, innovation and impact, and health systems strengthening.

Since its earliest days, USAID has led in the provision of life-saving health commodities and technical assistance to strengthen country supply chain and pharmaceutical management systems as foundational pillars for successful health care to populations worldwide. Annually, USAID invests nearly $1.1 billion to provide health commodities and related technical assistance. USAID is currently planning its next generation of projects for commodity procurement and technical assistance. The Next Generation Suite of Global Health Supply Chain Programs, or NextGen, is planned to include multiple contracts over a period of ten years, subject to the availability of funds. Once awarded, NextGen will replace USAID’s current Global Health Supply Chain Program.

The coordination needs of NextGen will be vast and complex. A Global Health Supply Chain (GHSC) Secretariat, with representation from the five GH supply chain units and coordinated by the GHSC Secretariat Coordinator, will play a key role in positioning GH for success in technically supporting the Bureau’s oversight and management of NextGen, in partnership with the Bureau for Management’s Office of Acquisition and Assistance, as a cohesive architecture of requirements with complex scopes and critical impact for GH programs. The GHSC Secretariat will play a central role to provide cross-health element support and coordination that will contribute to a broader, overarching governance structure within GH that includes more than 80 staff and more than 70 mechanism, technical, and country support teams. The GHSC Secretariat will support the resolution of potential challenges that the technical and other teams raise and which are cross-cutting in nature or give rise to a need for cross-health element responses. The GHSC Secretariat, with input from technical or other teams or on request from the GH SC Unit Leads, will consult within GH, brainstorm solutions, design tools, and recommend processes for addressing these challenges.

The GHSC Secretariat will be composed of one to two members from each health office who will work together with the coordinator. These members will join the secretariat on a rotational basis and dedicate a portion of their time to Secretariat duties.

The Senior Global Health Supply Chain (GHSC) Secretariat Coordinator (herein known as the coordinator) is responsible for the organization and facilitation of the GHSC Secretariat, an operational support team working across the Bureau for Global Health’s five supply chain units. The coordinator coordinates the members of the GHSC Secretariat and enables it to execute its role and responsibilities.

The Coordinator will sit within the Office of HIV/AIDS Supply Chain for Health (SCH) Division and will work across the Bureau for Global Health (GH) supply chain units. The Coordinator will interact on a routine basis with the GH Supply Chain Lead in the GH Front Office and with the supply chain unit leads from the Offices of HIV/AIDS, Population and Reproductive Health, Maternal and Child Health and Nutrition, Infectious Disease/Malaria, and Health Systems (GHSC Unit Leads).

In accordance with FAR Subpart 7.5, as an institutional support contractor, the Coordinator is not authorized to perform any inherently governmental functions, including but not limited to representational roles, the conduct of foreign relations and the determination of foreign policy, determination of agency policy, such as determining the content and application of regulations, determination of Federal program priorities for budget requests, direction and control of Federal employees and determination of budget policy, guidance, and strategy. To the extent the Coordinator identifies any inherently governmental functions that require action, the Coordinator shall speak with the GH Supply Chain Lead in the GH Front Office to determine who is the appropriate USAID direct hire to take such action.

The Coordinator is primarily intended to be an internal GH-facing position. The Coordinator will discuss and obtain approval from the USAID POC identified in his or her contract prior to interacting with internal USG audiences outside of GH or external audiences. Furthermore, the Coordinator will not represent themselves as a U.S. government employee.

Salary Range

Full salary range for this position is $133,380 to $204,000 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

Organization

  • Develop and maintain organizational processes and workflows to support and guide GHSC supply chain governance teams, including Country Backstop Teams and Technical Teams.
  • Identify and facilitate processes for identifying issues that require attention, recommend the appropriate team(s) to address them, and facilitate escalation of issues as needed.
  • Support the GHSC Mechanism Teams (MTs) as needed, especially where cross-MT coordination is required.
  • Identify and initiate other processes for optimizing GHSC’s oversight of NextGen, as assigned.

Communication

  • Support efforts to develop effective corporate communication strategies
  • Manage internal communications
  • Identify and coordinate the drafting of tools, standard operating procedures, etc. to support the management of NextGen
  • Draft and/or coordinate the drafting of various types of content

Convening and Facilitation

  • Convene and facilitate the GHSC Secretariat, and serve as the point of collaboration around which the GHSC Secretariat will function and execute its duties.
  • At the direction of the GH Supply Chain Lead and GH unit leads, convene and facilitate cross-Bureau supply chain meetings (GHSC-80) for cross-cutting information sharing, tool review, process reviews, and progress monitoring.
  • Convene and facilitate topic specific meetings to review and address cross-cutting issues that impact NextGen implementation.
  • Convene and facilitate cross-Bureau workstreams composed of representatives from each of the five GH supply chain units, e.g., to provide technical expertise in the drafting and launching of GH supply chain strategic document(s) and technical guidance.

Education, Requirements and Qualifications

  • Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience.
  • US citizen or US permanent resident with the ability to obtain and maintain Facility Access is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
  • Strong coordination, leadership and teamwork skills that exemplify inclusiveness and a demonstrated ability to lead teams without supervisory authority and coordinate with other parts of an organization to accomplish and implement goals.
  • Demonstrated experience in providing technical assistance in global health programs.
  • Demonstrated experience in global health commodity supply chain management.
  • Knowledge of the technical issues that arise in global health commodity procurement.
  • Experienced facilitator with exceptional organizational and communication skills.
  • Demonstrated process expertise with deep GH and Mission dynamics knowledge.
  • Proactively takes initiative and is a team player.
  • Strong problem-solving skills with a demonstrated ability to identify and analyze problems, use information to generate and evaluate alternative solutions and make recommendations.
  • Demonstrated ability in strategic planning, program management and implementation within a developing country or resource-poor context.
  • Ability to work independently with limited supervision.
  • Ability to recognize areas of weakness with a willingness to learn.
  • Excellent oral presentation and writing skills.
  • Ability to travel to developing countries; international travel approximately 20%.
