As Senior Microsoft Power Apps/Power Platform Developer, you’ll play a pivotal role in driving Council’s digital transformation, leading the development of innovative applications, mentoring junior developers, and architecting solutions that enhance efficiency and scale with our mission. position Summary

National 4-H Council is looking for a Senior Microsoft Power Apps/Power Platform Developer who will lead Council’s digital transformation and process automation initiatives by designing, developing, deploying, and maintaining business applications using Microsoft Power Platform tools (Power Apps, Power Pages, Power Automate, Power BI, Dataverse). The position serves as a technical expert, guiding project and operational initiatives, overseeing solution architecture, process automation, data modeling, and system integration. Reporting to the Technology Innovation & Solutions Senior Director, this individual owns Council’s application portfolio and works with cross-functional teams to deliver innovative solutions that enhance business processes and efficiency.

Responsibilities

Enterprise Application/Solution Design and Development

  • Lead the end-to-end development, and deployment of custom applications and solutions using Power Apps, Power Pages, Power Automate flows, and Power Platform connectors.
  • Design intuitive, responsive, and visually appealing UI/UX by applying best practices.
  • Ensure solutions are scalable, secure, and robust applying best practices regarding security, performance, maintainability, and compliance.
  • Analyze and map business processes to develop system architecture designs, specifications, requirements and test scripts.
  • Develop and maintain complex relational data structures using Dataverse and SQL databases, ensuring optimal data integrity and performance.
  • Collaborate with stakeholders to gather, refine and translate business requirements into system specifications that meet business needs.
  • Integrate custom solutions with enterprise data sources (such as CRM, ERP, LMS, and Shopify), including SQL Server, Azure, REST APIs, and other business systems.
  • Ensure all solutions comply with organizational policies, data privacy regulations, and security standards, by adopting a security-by-design approach.

Innovation Leadership and Digital Transformation

  • Lead and engage cross-functional teams to identify opportunities to improve operational effectiveness and implement appropriate technology solutions.
  • Transform and automate business processes using Microsoft Power Platform tools (Power Apps, Canvas Apps, Power Pages, Power Automate, SharePoint, Dataverse, AI/Copilot).
  • Monitor emerging trends, new features, and best practices in Power Platform and related Microsoft technologies and proactively recommend and implement enhancements to improve business value.
  • Develop interactive dashboards and reports using Power BI, delivering actionable insights for business stakeholders.

Project and Change Management

  • Contribute to project planning, estimation, resource allocation, and timeline management for Power Platform initiatives.
  • Manage/support the change process during solution development and implementation.

Technical Support, Training and Mentorship

  • Provide technical leadership to junior developers, conduct code reviews, share best practices, and lead knowledge-sharing sessions within the development team.
  • Prepare and maintain comprehensive solution documentation, including technical specifications, architecture diagrams, test scripts, user guides, and support materials.
  • Establish and enforce standards for user acceptance testing, code quality, version control, and application lifecycle management (ALM) within the Power Platform environments (Dev, Test, Prod). Use DevOps tools such as GitHub and Azure DevOps to automate ALM.
  • Maintain and enhance web and software applications using frameworks and technologies such as Angular, React, ASP.Net, JavaScript, Java, Python, PHP, Ruby on Rails, HTML5, CSS3, JSON, XML, Fetch XML, and REST.
  • Help business users and citizen developers extend and maintain custom applications and solutions.

Minimum Education and Experience

  • Bachelor’s degree in computer science, information technology, or related discipline; or any equivalent combination of relevant work experience and training.
  • 8+ years in proven solution/application development applying SDLC methodologies, including design, coding, testing, deployment, and maintenance.
  • 5+ years of proven experience developing solutions with PowerApps and Power Automate, plus any of the following: Power BI, Power Virtual Agents, AI Hub, Data Flow, or Custom Connectors.

Required Minimum Qualifications

  • 2-3 years Advanced to Expert knowledge of Power Apps and Power Automate, plus any of the following: Power Pages/Portal, Power BI, Power Virtual Agents, Dataverse, or SharePoint.
  • Proven ability to improve operational effectiveness and manage change across the organization. Strong business acumen and understanding of how digital solutions drive organizational value.
  • Effective interpersonal, written, and oral communication and presentation skills.
  • Demonstrated expertise in collaborating effectively with technical and cross-functional teams.
  • Demonstrated ability to innovate and think strategically when approaching new challenges.
  • Experienced implementing Application Lifecycle Management (ALM) in Power Platform including one or more of the following: DevSecOps, source control, automated testing, and deployment pipelines, ALM Accelerator, DevOps/GitHub Design and implementation of CI/CD pipelines.

Preferred Qualifications

  • Microsoft Power Platform certifications (such as Power Platform Solution Architect Expert, PL-600, PL-400, or PL-900) are highly desirable.
  • Intermediate proficiency with JavaScript, HTML, CSS, Power Fx and familiarity with Azure Functions, Logic Apps, and custom connectors development.
  • Experienced and previous working knowledge of one or more of the following technologies/systems: ERP, CRM, LMS, Shopify, Marketing Automation.
  • Experienced with one or more of the following database applications including Oracle, MySQL, SQL Server, PostgreSQL, and MongoDB.
  • Experienced with Agile/Scrum project management and requirement gathering methodologies.
  • Experience as a full-stack developer including proficiency in one or more of the following frameworks and technologies: Angular, React, ASP.Net, TypeScript, C#, Java, Python, PHP, and Ruby on Rails.

Travel Requirements: Travel may be necessary up to 10% of the time (local, regional, national). Would require travel by air, car or rail. Travel may take place during nights and/or weekends.
