The Transmission Planning Program Manager position is a highly challenging role that draws heavily upon all of the analytical, creative, and interpersonal skills essential to delivering effective engineering analysis, regulatory and general strategy consulting engagements. It is essential for the Transmission Planning Program Manager to have the ability to lead significant energy planning projects while at the same time being a part of and leading project delivery teams.
The Transmission Planning Program Manager will also function as Technical Project Lead and critical member of the project delivery team. As Technical Project Lead, will organizing the teams tasks and schedules to carry out substantial business analyses and delivering high-quality, client-ready work. As our clients are often large with complex systems, the Transmission Planning Program Manager must demonstrate considerable poise and business maturity to perform effectively and add value in the client environment. The Transmission Planning Program Manager must effectively represent and advocate for Guidehouse and our clients in multiple industry forums.
What You Will Do:
The Transmission Planning Program Manager plays a key role in developing and delivering a broad range of solutions related to Transmission Planning, especially focused on the changing industry dynamics as part of a clean energy future, As a Program Manager, you will lead delivery of a portfolio of projects including transmission planning and operational studies and would work directly with our Arizona Account Director to serve energy clients in Arizona and the Southwest. This role requires an initiative-taking, driven professional with strong business acumen, understanding of the electric utility business operations, a proven track record of success in leading project and program delivery teams, professional services experience, a solid, and passion for execution and delivery excellence.

Key Project Manager Responsibilities:
- Lead projects for key accounts primarily located in the Western Interconnection
- Manage and act as lead technical delivery consultant on projects related to electrical transmission system planning studies to determine transmission requirements, and generation additions and retirements
- Directly engage with clients on project delivery and business development activities
- Manage and mentor project teams and coordinate projects and workstreams
- Execute project objectives and evaluate overall project(s) performance
- Lead scope development, project planning, budgeting, scheduling and overall strategy
- Prepare, review, and maintain project documentation and reports
- Maintain project contracts and financials
- Establish and report on key performance indicators
- Analyze project data and produce insights to optimize performance
- Identify problems and shortfalls and propose solutions
- Provide operational support such as liaising with stakeholders, tracking timelines, etc.
- Coordinate with client account and project teams to develop innovative solutions to address client priorities and needs
- Support growth and client satisfaction within client account teams
Key Technical Responsibilities:
- Transmission planning (and operations) strategy and solutions focused on coordinated operations, infrastructure resilience, and reliability assessments
- Perform power systems analysis including transmission planning feasibility studies, System Impact Studies and Generator Interconnection Studies
- Perform Steady State, Dynamic Stability Simulation, Voltage Stability Simulation, and Short Circuit Analysis
- Assess system violations and recommend mitigation solutions to address new interconnections and future system needs
- Develop / fine tune dynamic models for conventional and inverter-based resources (IBRs) and implement them for stability/transient simulation-based analysis
- Represent clients at industry groups, including WECC, WestConnect, and other regional groups
What You Will Need:
- Due to nature of client engagements, must be a US Citizen or US Permanent Resident
- Bachelor’s degree in electrical engineering and/or power systems engineering AND Five (5+) plus years of related industry experience excluding internships, co-ops, research, and fellowships; Or Master’s degree in electrical engineering and/or power systems engineering AND Three (3+) plus years of related industry experience excluding internships, co-ops, research, and fellowships
- Demonstrated technical expertise with various power systems engineering tools such as PSLF / POWERWORLD Simulator/ PSSE / ASPEN / TARA/ CAPE / DSA Tools / PSCAD or EMPT
- Professional post-graduation work experience must include three (3) or more years managing engineering projects
- In-depth knowledge of electric transmission systems from a planning and operations standpoint, including generation and transmission interconnection planning practices and protocols, and an understanding of Open Access Transmission Tariffs and required modeling approaches
- In-depth knowledge of Western Interconnect transmission and distribution systems from a planning and operations standpoint, including experience with WECC and other regional planning agencies
- Familiar with FERC, NERC, and state regulatory requirements and processes
- Ability to see the big picture while pinpointing crucial details to deliver effective, client-focused solutions
- Demonstrated experience leading and training engineering teams in transmission system planning studies
- Consulting experience in the utilities sector, including direct client engagement
- Excellent oral and written communication skills
- Outstanding analytical and critical thinking skills
- Ability to travel as needed
- Currently reside in or ability to relocate to Phoenix, Arizona
- Ability to work in Client Office location up to three (3) days a week
What Would Be Nice To Have:
- Preference will be given to candidates within 25 miles of Client Office: Phoenix, AZ
- Two (2+) plus additional years’ experience with project management and operations in the energy sector (excluding internships, co-ops, fellowships, and graduate research)
- Familiarity with transmission development, including competitive development
- Experience in Transmission Operations and Distribution modeling
- Advanced experience with Microsoft Office Suite products (Microsoft Project, Microsoft Excel, Microsoft Word, and Microsoft PowerPoint)
- PMP Certification
- Experience developing and delivering presentations to clients or executive audiences
- Successful business development history in excess of $3MM
