The final product of this consultancy will be a detailed report submitted to the UN Youth Office. This report will: 1. Provide insights into the implementation of Youth2030 priorities in the MENA region, focusing on youth, peace, and security. 2. Highlight best practices and actionable recommendations for enhancing youth participation in regional peacebuilding efforts. 3. Include annexes compiling detailed insights, data, and outcomes from consultations and workshops.

Duties and Responsibilities
1. Organizational Setting, Purpose, and Objective: A. Background The UN Youth Office was established in 2022 as a specialized entity within the United Nations, with a mandate to advance youth engagement across peacebuilding, human rights, and sustainable development. Youth2030, the UN system-wide Youth Strategy launched in 2018, serves as the primary framework guiding this effort, promoting meaningful youth engagement in all contexts, including humanitarian settings. The MENA region is home to one of the youngest populations globally, with 60% of its population under the age of 30. Despite this demographic strength, youth in the region face systemic challenges that limit their participation in decision-making processes. These include structural, cultural, and political barriers, which have contributed to disillusionment with formal institutions. The underrepresentation of youth is particularly acute in peacebuilding and governance structures, even though research consistently highlights the benefits of youth-inclusive peace processes for achieving sustainable peace. The Youth2030 Strategy has made progress in the MENA region, with UN Country Teams (UNCTs) actively engaged in its implementation. However, challenges persist in fully integrating youth, peace, and security priorities into country-level programming. Reporting from 2020 to 2023 indicates incremental improvements in youth engagement, but gaps remain in knowledge exchange, youth coordination mechanisms, and targeted action plans. This study aims to address these gaps by contextualizing Youth2030 within the MENA region. It will focus on five UNCTs to explore their approaches to integrating youth, peace, and security priorities, drawing on lessons learned and identifying best practices. The outcomes will serve as critical inputs for enhancing UN programming and guiding future youth-inclusive strategies in the region. B. Objective and Scope of Work To conduct an in-depth study on the implementation of Youth2030 priorities in the MENA region, focusing on the youth, peace, and security (YPS) agenda. The study will provide insights into barriers, enablers, and best practices, culminating in a comprehensive report with actionable recommendations to enhance youth participation in peacebuilding efforts across the region. To achieve these objectives, the following methodology and data collection approaches will be utilized: 1. Preparation of Inception Report: o Develop an inception report outlining the detailed methodology, data collection methods, and a stakeholder engagement plan. o Identify key stakeholders, including UN Country Teams, youth organizations, policymakers, and other entities relevant to the study. o Establish a timeline and framework for conducting the study’s activities. 2. Desk Review: o Analyze existing frameworks, policies, and data on Youth2030 implementation and YPS initiatives in the MENA region. 3. Stakeholder Engagement: o Conduct qualitative and quantitative consultations with identified stakeholders. o Use interviews, focus groups, and surveys to gather diverse insights and perspectives on youth, peace, and security efforts. 4. Workshops and Youth Consultations: o Facilitate workshops and youth consultations to validate preliminary findings and integrate youth perspectives into the study. 5. Data Validation and Integration: o Triangulate data from desk reviews, stakeholder engagements, and consultations to ensure accuracy and reliability of findings. 6. Advocacy and Dissemination: o Support the development of targeted advocacy materials based on the study findings. o Support translation of the final study into Arabic for accessibility and regional dissemination. o Support to the organization of a high-level launch event to present the study findings to stakeholders. C. Duties and Responsibilities: The consultant will: 1. Conduct a desk review of existing frameworks and data on Youth2030 implementation in the MENA region. 2. Engage with UN Country Teams, youth organizations, and other stakeholders to collect qualitative and quantitative insights. 3. Draft and refine a study document, ensuring alignment with Youth2030 strategic objectives. 4. Organize and facilitate youth consultations to validate findings and incorporate youth perspectives. 5. Translate the final study document into Arabic and prepare dissemination materials. 6. Support the planning and execution of a launch event to present the study findings. D: Expected Outputs and Deliverables: 1. Inception report including the methodology and stakeholder engagement plan. 2. Desk review report: Review of existing country YPS implementation frameworks and Youth2030 implementation data in the MENA region. 3. Stakeholder engagement summary report: Documentation of insights from consultations with UN Country Teams, youth organizations, and other entities. 4. Draft study document: Initial draft of the study, including best practices and recommendations. 5. Final study document: Revised study, ready for translation into Arabic and for dissemination. 6. Youth consultation and launch event documentation: Summary of feedback from youth consultations and launch event proceedings.
Qualifications/special skills
Advanced university degree (Masters of PhD) in international development, political science, peace and security, social sciences, or similar areas. A first-level university degree with a combination of two years professional experience and academic qualifications may be accepted in lieu of the advanced university degree. A minimum of five (5) years of progressively responsible experience in youth engagement, policy analysis, peacebuilding, or related areas is required. Expertise in producing in-depth studies or reports with actionable recommendations is desirable. Experience in managing projects or initiatives on youth, peace, and security is desirable. Experience in engaging with UN Country Teams, regional offices, and youth-led organizations is desirable. Experience in conducting stakeholder consultations and workshops is desirable. Professional experience working in and/or for the Middle East and Northern Africa region is desirable
Languages
Fluency in written and spoken English and Arabic is required. Proficiency in other UN Languages is desirable.
