UN Full-time: Resource Mobilization and Partnerships Specialist – New York

JOB DESCRIPTION

The Position:

The Resource Mobilization and Partnerships Specialist post is located in the Public Funding and Financing Branch, Division for External Relations (DER) in New York.

Under the overall supervision of the Chief, Public Funding and Financing Branch, the incumbent will work to broaden and increase UNFPA funding base, maintain and strengthen strong partnerships with government donors, including emerging donors within their portfolio, provide guidance to regional and country offices with a view to meet donors requirements and expectations. As part of the government donor team, the Resource Mobilization and Partnerships Specialist works within an integrated, coordinated, and systems strengthening approach which is fundamental to the Communication and Strategic Partnerships and UNFPA’s overall strategy.

You would be responsible for:

  • Maintain and expand strong relation with donor representatives in UN missions and capitals in order to ensure appropriate level of contribution;
  • Undertake donor studies (donor policies, sectoral and geographic preferences, etc), research and other activities with a view to identifying funding opportunities;
  • Provide strategic guidance on building and expanding UNFPA’s engagement with government donors, and set mechanisms for leveraging partnerships with emerging donors.
  • Develop specific donor fund-raising strategies and approaches when relevant and solicit funding proposals from relevant UNFPA program units;
  • Work closely with UNFPA’s Representation Offices to position UNFPA programmes and build the case for core and non-core funding, in alignment with donor’s priorities.
  • Advise UNFPA colleagues (HQ Units, Regional/Country Offices) on resource mobilization modalities and procedures, including bilateral and multilateral modalities;
  • Assist Country Offices with development of Resource Mobilization Plans;
  • Advise on co-financing procedures and guidelines;
  • Review/clear and, when necessary, negotiate and revise co-financing agreements with donors;
  • Prepare briefing notes and speaking points for senior management ahead of donor or UNDG meetings;
  • Ensure that UNFPA internal systems (DARTS, Quantum) properly reflect donor agreements;
  • Support the Agency in  increasing visibility and mobilizing resources for UNFPA’s key New York-based funding instruments, including thematic funds and joint programmes.
  • In liaison with UNFPA’s Media and Communication Branch, ensure appropriate visibility of Donor’s support to UNFPA core resources and programs.
  • Any other tasks allocated by the supervisor and DER management.

Qualifications and Experience: 

Education:  

  • Advanced university degree in Social Sciences, Political Science, Business Administration, Economics, or International Relations.

Knowledge and Experience: 

  • Seven (7) years of experience at national and international level, of which, 3-5 years must be related to Resource Mobilization and Public Relations, and in a managerial/ leadership position leading a team, as well as dealing with development assistance and donor relations;
  • Previous experience in working with donors in the area of population and development is desirable;
  • Good track record in fund-raising and management of funding instruments;
  • Familiarity with UNFPA programmes and policies, knowledge of international development financing, and international politics;
  • Excellent negotiation skills, advocacy and public speaking.
  • Field experience is an asset.

Languages: 

  • Excellent English-language writing and communications skills;
  • Knowledge and fluency in one or more other UN official languages is an asset.
