The Strategy, Planning, Resources and Effectiveness Division (SPRED) of UN Women spearhead the areas of corporate strategy, planning, resource allocation and management, enterprise risk management, policies, procedures and guidance, audit coordination, and organizational performance management. The Strategic Planning Unit (SPU) in SPRED focuses on assisting UN Women and partners to achieve higher quality development results through an integrated approach that links strategic planning and Results-Based Management (RBM) with more effective and new ways of working, and manages RBM e-learning modules as part of a comprehensive training programme to equip UN Women staff with the knowledge and skills needed to apply RBM principles in support of UN Women’s programming processes. The SPU is the custodian of RBM as well as field and HQ level strategic planning and results-based reporting in UN Women. The SPU provides quality assurance on strategic planning and results reporting exercises at the corporate and field levels. It takes a collaborative approach to strategic planning and programmatic learning, creating space for innovation and enabling UN Women and its partners to be more effective, knowledge and data-driven, and driving higher quality UN Women programming. It is also charged with engaging in all planning inter-agency initiatives. SPU is also the leading unit in developing and implementing business processes for the Planning, Monitoring and Reporting of the Strategic Plan, Strategic Note and Work Plan.
Under the overall guidance of the SPU Chief and the direct supervision of Programme Specialist – Results Management the Programme Specialist will support the development of a comprehensive training package, specifically in Strategic Note (SN) and Work Plan (WP) Planning, Monitoring, Reporting (PMR) policy and procedures, Results Reporting and communications, Transparency Portal building on the existing learning modules on Results-Based Management (RBM). The Programme Specialist will work closely with the Policy Procedure and Guidance Workstream lead and other relevant Workstreams in SPU to design a comprehensive, participatory training curriculum using feminist pedagogies and scenario-based learning. The Programme Specialist will also create a Trainers’ Training Manual that integrates adult learning principles and develops standardized training materials, including PowerPoint presentations and interactive worksheets. Additionally, the role involves designing assessment tools to evaluate and refine training efficacy and developing a PMR certification package, in close collaboration with the relevant business units to acknowledge the successful completion of training.
This temporary appointment position will be through 31 December 2025. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.
