Duties and Responsibilities
Background of assignment UNODC is the guardian of the United Nations Convention against Transnational Organized Crime and its supplementing Trafficking in Persons and Smuggling of Migrants Protocols. UNODC is mandated to promote global adherence to the Trafficking in Persons and Smuggling of Migrants Protocols and to assist Member States in their efforts to effectively implement them. Through GA resolution 76/186 of 16 December 2021, the General Assembly decided to convene a high-level meeting of the General Assembly on the progress achieved in the implementation of the Global Plan of Action against Trafficking in Persons at its seventy-sixth session, after the general debate, but no later than December 2025. This process comprises preparations for, inter alia, a multi-stakeholder hearing in May, inter-governmental negotiations on the Modalities resolution and the Political Declaration expected to be adopted as well in facilitating the planning of at least 3 dedicated side events. Under the supervision of the Representative, UNODC New York Liaison Office, the Contractor will carry out the following tasks: • Assist with preparations for the multi-stakeholder hearing to be convened by the President of the General Assembly to support the inclusive, active and substantive engagement of civil society, the private sector and other relevant stakeholders in the appraisal process by 15th May; • Provide Secretariat support throughout the intergovernmental negotiations on the 2025 Global Plan of Action against Trafficking in Persons Political Declaration by 30 July; • Assist with preparations for the high-level meeting of the General Assembly on the appraisal of the United Nations Global Plan of Action to Combat Trafficking in Persons, to take place on 24 and 25 November 2025; • Draft and/or contribute to the preparation of various written outputs e.g. drafting of reports, briefing material, talking points, presentations, and other substantive, administrative and logistical tasks as required, with a focus on trafficking in persons; • Develop communication and advocacy material regarding the United Nations Global Plan of Action to Combat Trafficking in Persons appraisal process (e.g. social media, web-stories etc.) • Maintain a repository of deliberations, work and other records relating to the 2025 Global Plan of Action against Trafficking in Persons appraisal process. • Other related tasks, as required by the UNODC New York Liaison Office.
Qualifications/special skills
An advanced university degree plus extensive experience in Law, International Relations, Political Sciences or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least five years of relevant work experience in fields relating to organized crime is required. • A sound understanding of the international framework against organized crime, particularly with regard to trafficking in persons is desirable. • Experience in servicing inter-governmental processes, organization of meetings and familiarity with the modalities of international organizations, particularly in the field of trafficking in persons, is desirable. • Experience in communication/outreach related tasks (writing of web-stories, social media, etc.) is desirable. • Experience within the UN system or similar international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official UN language is an asset.
